We’re currently working with a large, multi-service human services provider in Massachusetts that partners with the state’s Department of Developmental Services (DDS) to deliver residential and community-based care for adults with disabilities.

Historically, DDS continued to fund open beds while the referral and placement process played out — and providers did their best to fill those beds quickly and responsibly.

But that changed in July.

Under the new DDS Residential Vacancy Funding Protocol:

  • DDS sends a referral tied to a specific bed or location.
  • The provider has 30 days to accept or decline that referral.
  • A move-in must occur within 90 days of that referral date.
  • If placement doesn’t happen, and there’s no approved extension, DDS suspends funding for the bed.

This new policy puts a firm clock on what used to be a more flexible process — and it’s already prompting provider agencies to rethink their operations before funding gaps start to add up.

The Real Challenge: Execution Under Pressure

This isn’t about a lack of awareness. DDS knows the programs. They know the vacancies. Referrals are sent intentionally and with context.

The challenge is managing everything that needs to happen after the referral is received — especially under a compressed timeline.

That includes:

  • Documenting communication clearly and consistently
  • Avoiding dropped handoffs across teams and departments
  • Finding the right match — ensuring the referral is placed in a home that meets all care requirements
  • Maintaining visibility into referral status and deadlines
  • Receiving timely notifications that keep everything on track

When these tasks are managed across emails, spreadsheets, and shared drives, things can fall through the cracks — not from neglect, but from lack of system support.
